[Dx-qsl] German postage raise

Sure. IRCs do work. Both types (old or new). Some people prefer the new=20
ones. I don't know why since the old ones work perfectly. But it may be a=20
"local" problem. A lot of post offices here in DL don't even know about=20
them. And even when they know about them, they don't know how to handle=20
them. :(

I send off a lot of cards with IRCs and never got any complaints.
