In the past 12 years I would conservatively estimate that I've
received at least 25 cards included with mine from various managers.
I've NEVER failed to forward them (although one time I received a full
10 cards from an African station, these went to the ARRL incoming).
But, at least say "please forward", "thanks" or something! Heck,
even if he says "You low life's included insufficient funds, so suck it
up and forward this darn card!" it would be better than nothing.
A good case is the manager for a St Peter & Paul Rocks
Dxpedition about 6 years ago. He included the other folks address and a
note saying something to the effect that postal theft was making it hard
for him to return all cards direct and thanking me advance for
forwarding the cards. At least I felt there was a good reason for what
was happening and I forwarded the 2 cards I received (the station even
included the other guys addresses).

It may not be what you think.
This has happened to a lot of people, myself included.
It's usually caused because the sender did NOT include return postage.
Or.
The return postage was pilfered in the mail.
Or.
Recently the dollar has lost value considerably and if the postage was
provided, it may no longer be enough to return.
I like to give the station the benefit of the doubt. He tried to get
a qsl card back to a requester.
So while it may SEEM to be strange, lets assume he was trying to
overcome obstacles not of his maker.
What makes be believe that is he simply could have chucked the other
qsl request, but he didn't.
So I'm going to assume he tried his best.
I'm a manager, I don't get many 'pilfered' requests, but it does happen.
