[Dx-qsl] 2 IRC needed list?

The back of the (old) IRC's read, in English:

"This coupon is exchangeable in any country of the Universal Postage Union
for one or more postage stamps representing the minimum postage for a
priority item or an unregistered letter sent by air to a foreign country"

Note the wiggle room built in there.  "Minimum postage" for example.
Remember the old flimsy light weight air mail envelopes?  Let's say for the
sake of argument that minimum postage covered that, just... and that a
letter containing a QSL card, or even a QSL card sent "naked" by itself,
weighs enough to require  3 stamps?  Does it meet the letter of the rules?
Sure, but...

Or, what if the postage for a priority letter (and for the sake of argument,
let's say it's a domestic one) is half that of an air mail letter?  So 1 IRC
is insufficient for an air letter... but it's not against the rules.

I could go on, but you get the drift.  If a given administration wants to
redefine IRC useage in such a way as to require more than one, they have
many ways to do so -- legally.

Bottom line:  If a DX station says "2 GS or 1 IRC" or "2 IRC no GS" or
whatever, don't argue, do as they say.  Most of them have good reasons for
doing it that way.

This is something I just haven't come to grips with.
If you read the back of the IRC, it says that (for countries honoring the
coupon at all) it is good for the delivery of .... one letter equivalent to
what I interpret to be first class postage.
Why would you ever need more than one??
I don't think it's appropriate to go through currency conversion,etc.
just my thoughts...

one IRC for return postage to the USA? I know VE,JA,ZL,VK need 2 anyone know
