[Dx-qsl] Old-style IRCs still good?

I've received several fantastic answers about redemption at US Post Offices
(International Mailing Manual at the USPS web site), but I was also
wondering if the old style IRCs were still accepted elsewhere in the
world. For example, if I send the IRCs to a QSL manager in Germany, will
he be able to cash them in or will I be giving him something he can't use?
