I believe the facts are that individual citizens in India cannot accept US currency, but that the NIAR organization can so you can send your green stamps and donations to the QSL address as it is the NIAR. This is per Charles Harpole who is probably the best "expert" on this issue (he will physically be there, not as an operator, on 12/14).
