Mike,

 the WS4E callsign has been re-issued, so don't send to the current address.  
Then-WS4E is now W4SO, should look familiar as Scott continues to act as a 
mail drop for some Venezuelan expeditions.  On QRZ.com, YX0AI says "qsl via 
W4SO" so I guess that's the place to start.  I've had good results years ago with 
W4SO, but recently have had zero response from my last three tries, including 
an sase for a stateside callsign W4SO manages.

 You might try an e-mail first.  QRZ.com lists an e-mail address for him.
