[Dx-qsl] re xf4ih and d88s

I sent my cards for XF4IH on March 19, with SAE and 2 IRCs. 4 bands/4
modes/11 QSOs.

I haven't received anything so far. Others have received cards in less
than a month.

Many complaining...
