[Dx-qsl] Should I retry these two?

I've received many direct QSLs from DL7DF, but I never received a QSL 
for DL7DF/HR3 for an August 1999 QSO. I've also received buro QSLs from 
DL7DF. I wonder if NILs or problem QSLs go on a pile and never get answered?
