There will be no reduction in Dxpedtitions as a result of LotW, because no
one is REQUIRED to participate. I'm sure that most DXpeditions, especially
those to the rarest enitities will decline to use the program.
Any group that relies on contributions made via QSL requests will simply
decline to participate in the LotW program. LotW is not mandatory and any
group that needs to collect dollars for QSL cards will certainly be able to
do so.
