[Dx-qsl] Buro rejections

I have 2 x QSOs and 2 x QSL cards from Apollo - so I have no complaints with
him.      Dont forget a lot of Islands dont have bureaus......a fat lot of
good the VK buro is on VK9?    Its just as hard to get bulk mail as it is to
get ordinary mail.

so common sense rules guys.    Dont expect every archipelego to have a
buro.......
