[Dx-qsl] Buro rejections

Then is it not the responsibility of the DX station, on each QSO, to advise 
the person working them?  Its still their fault, either by not being a member 
who can get cards from their buro, or else not advising the other station.  I 
always mention "QSL via buro," and at that point they have the opportunity to 
say no.  If not, they too belong on the lists.
