[Dx-qsl] route for 8J1RL

JG3PLH was a member of 8J1RL operators on the year of 2000 as the 41st party,
and I don't think he is managing the QSL requests for the current 8J1RL/8J1RF
operation by the 44th party.

I am not sure if JA8DQS is one of the operators of the current 8J1RL/8J1RF
operation by the 44th party, and if he will manage the QSL requests.

The pages for the current 8J1RL/8J1RF operation on the JARL web site inform
nothing about direct request, but only for via buro.

The page also says "The QSL cards of contacs from March 2002 to January 2003
have been forwarded to JARL Bureau in Japan in June 2003.", and I confirmed
all contacts for this period via the buro.
