I found the JK3DQS was QRV on SSTV as 5W1KM on 1992,
but no information about RTTY operation or JR3OIB so
far.

Unfortunately, both JK3DQS and JR3OIB are not available
for JARL.COM email forwarding services.

However, the JARL.OR.JP web site says they are member
and QSL forwarding service is available for the both.

I confirmed it on last year by the address which
was available on the QRZ.COM in those days.

The address which is now available on the QRZ.COM was
changed after my confimation.

It seems that he was back to his home country, UKRAINE.
Did you try this address?

The QRZ.COM page says his previous call sign was RB5IIU.
