That is typically the way it works in the US as well .  If i exchange an IRC...they could give me a 60 cent stamp (mail to Canada/Mexico) or an 80 cent stamp (elsewhere).  Most typically, they give you 80 cents.  I've had to argue a few times .... folks try to give a 60 cent stamp.  

One of the major 'enjoyment' with IRCs is the fact that there is no set rule, even if it is written....its very subject to interpretation/mood swing/quantity of coffee taken before you walk to the window, etc.  

Thankfully, GREEN STAMPS are not the same!  HI
