I'm confused too Tom.

My understanding was that the new IRCs (and the old ones too?) paid 
for the MINIMUM airmail fee out of a country. In the USA - where it's 
80c worldwide - that's what it pays for. But in Germany, and many 
other countries which have rates dependent on distance, I thought it 
paid for only the lowest airmail option?

That's why I never use IRCs (or postage stamps) and just send 2 USD.
