Hi John,
I asked Vladimir about this.  He basically said it would be best to QSL
to his Russian address.  If you QSL to the other address it could be a
long time before he gets that mail.  Seems it is just a address for his
US callsign.  Also if you use that US address you need to send enough
postage to go from Russia!

I have been chasing Vladimir around the Pacific, and instead of having
my cards chase him around the world I have found two address for him, 1
USA address
   1480 Harrison Rd
   Murfreesboro, TN 37129    
and 1 Russian
   P.O. Box 2040
   426000 Izhevsk
   Russia
which of these two is correct or the most likely to get a response.
