I had this happen only once and of course it had to be for the last zone I 
needed for WAZ. I contacted the Ham whose card I got and he did not have my 
card. I sent an e-mail and SAE/postage to the missing zone and in a couple 
of weeks I had the elusive 40th zone card. Actually this DX station had 
several different designs for his cards and he sent me a couple of 
different ones. I guess he wanted to make sure I had a spare in case one 
got lost in the mail to the WAZ card checker.
