Its happened to me several times.  I jut bite the bullet and invest 37 
cents each  and forward them on with a note to the recipient.  For a 
variation on this, I recently received a  card via registered mail from 
PP-PY-land for my 7P8 operation  last July.  The ham sent a registered 
letter, an envelope, but no $ or even an IRC.  I just bit the bullet and 
mailed it on with a note asking if he made a habit of it.  Never got a 
reply to that.
