This happens frequently. But you may be jumping to the wrong conclusion.
I suspect, from my experience as a manager, that he received qsl requests
with out or with inadequate return postage. This could be an oversight or
the result of pilferage.
In the past when I've received qsls for other included in my envelope, I
bite the bullet and put a stamp on an envelope. Hopefully someone will do
the same for me some day.
