[Dx-qsl] Dxcc qsl returns

I think XZ1ZV was Rich, K7ZV.  That one should have counted.  I suspect
Rich may not have submitted his paper work to the DXCC Desk.  Probably
better contact Rich directly and ask him.

I just got my cards back from ARRL HQ to be credited to my DXCC and I
had several that were returned (no credit) for dxcc due to no
documentation.
