[Dx-qsl] Dxcc qsl returns

Hello all , 

I just got my cards back from ARRL HQ to be credited to my DXCC and I
had several that were returned (no credit) for dxcc due to no
documentation.

Anyone know if they are in the process of applying for accrediation or
am I out of luck?
