[Dx-qsl] 5W0IR - No Documentation Received?

Anyone know anything about this operation in March/April 2002. I got the 
dreaded "No Documentation Received" back from ARRL for this one.

Seems to me this operation would have submitted documentation, or maybe it 
is just an error on behalf of DXCC?

Any comments would be appreciated before I check with HQ.
