Precisely to avoid the sort of "personal opinion" argument which you 
describe, ARRL specified three criteria, at least one of which must 
be met to produce a new DXCC Entity. (See the DXCC Rules, Section II, 
1 a, b and c).

	- The entity is a UN member state
	- The entity has been assigned a callsign prefix block by the ITU
	- The entity has a separate IARU Member Society

Somaliland presently meets none of those; The Palestinian Authority 
was assigned a prefix block by the ITU.
