Dave,
I'm not sure why the DXCC desk has kept the list under wraps, but that's
nothing new -- it's always been that way. I'm sure that one of the reasons
is that things change (after all, anything rejected due to a lack of
sufficient paperwork -- proof of valid license, for example -- can be
readily updated once the requested information comes through, if it ever
does).
However, mistakes do happen, and that's why it's a good idea to know which
ops were rejected.
The Contest and the DXCC branches are two different parts of ARRL, so I'm
not surprised that a contest submission from D2CR could win a certificate
but be held up for DXCC approval. Again, this might be an error or a minor
paperwork snafu. NC1L is the person to talk to, to get it straightened out!

I think what Guillermo is looking for is a web page that list DXpeditions
that haven't been approved. I submit about 3 times a year and ALWAYS
have several cards rejected. I have been submitting perhaps an average
or 300 or more cards annually for the past 6 years. I hate having to pay
to have cards shipped and again to have them checked when they don't
count.
The League maintains a database of such operations but is reluctant to
publish the list for some reason. It would make like easier and less costly
if they would share it with us.
My last rejections were for D2CR on 2 bands. The operator says he
thought all was already accepted and that he was awarded first place in
the ARRL CW DX contest while there.
