Would it not be reasonable to expect that a high-ranking
member of the amateur radio community, operating from
       a medium-rare location, and a first-class c.w. operator
making a high number of contacts year after year, would
feel a responsibility to reply to cards sent to him
in a methodical manner, or at least state specifically that
he does not accept bureau cards, as many do these days?

Replying to bureau cards can indeed be a time-consuming
pain in the neck, but it is still considered to be the proper thing
       to do.

I am sure that Brett realises that new one or not, most DX-ers
would rather have five cards from Hong Kong than five hundred
       from the U.K. or U.S.A.

Sincere apologies; I had forgotten that his intentions are good
but he hasn't had time to open the envelopes.
