This is from the 4U1ITU web site:
7. The operators shall use the computer based log of the station and note
this in to the Official paper log of the station and QSL 100%. Operators
which are using more than 200 QSLs will be asked for the covering cost of
QSLs.
This reads to me like the 4U1ITU operators would need by agreement to QSL
100%, at least by the bureau, like the W1AW operators I think. I have very
few 4U1ITU QSLs in the last 10 years for the many QSOs I have had, and had a
lot of trouble before finally getting a 12 meter QSL...
