Gee Tom, that's an easy one to figure out.

There are some people of the opinion that whatever they dislike about
Amateur Radio, somehow it's always the ARRL's fault.  End discussion
("facts?  we don't need no stinkin' facts!").

The issue is not the code speed, whatever it is, that an amateur passed in
order to get licensed and/or HF privileges to work DX.  The issue is or
should be that too many amateurs in general and DX'ers in particular
demonstrate poor, improper, and/or downright stupid operating practices.

Those who don't know better but want to learn eventually will.  It is up to
us as active DX'ers to take active responsibility to persude them to do
so -- ie offer to teach and to teach by example.  Those who don't know
better and prefer to stay that way, well, there's not much we can do about
it (except ignore it).  But this is a problem that has existed since the
dawn of Wireless -- since the dawn of Telegraph, predating RF, since "Lid"
was originally a railroad telegrapher term.

Discovering the problem is easy.  Blaming the problem on the ARRL, FCC, RAC,
IC, ITU, IARU, RSGB, AFL-CIO, AAA, and/or MADD is easy.  Getting involved to
solve the problem, that's a lot more difficult.

Not that I'm sure what any of this thread has to do with DX QSL information.

    Just a few years ago, people we complainining about the ARRL never
letting go of the \Morse Code requirement.
