Very few countries have official bandplans like USA.
What determines bandplans are the IARU  bandplans fore the various regions.

Most countries in Europe allow SSB on 30 meters, but common sense has
prevailed and very few use 30 m for anyhting but CW and other digital modes.
IARU Region I has recommended the plan and by and large it is being observed,
fortunately. There just is not enough room for broad band signals.

What the other regions have decided , I dont know, but I guess you can find
out on the IARU  website.
