I've seen postings periodically regarding QSLing operations from Hiroo, 
XW2A, etc.

Probably most significant is the requirement that money (green stamps) NOT 
be sent to his Laotian address per instructions of his Post Office. This 
could explain why some of you have not received cards ... the incoming 
correspondence may have been confiscated. He seems to recommend IRC's ... 
two if you want fast response.
