first, let me congratulate you on your honesty.  sorry to say, there are a 
few folks out there that feel it would be ok to play out the intended scenario.

and at the risk of really sounding righteous, i would pass this information 
on to arrl (to do what they will or won't do).  looking at the rules for dxcc, 
it sure sounds like grounds for disqualification from dxcc for the 9a station. 
 

at the very least, maybe he/she will read the comments here and think twice 
about doing it again.
