[Dx-qsl] KU9C and IRCs

Well, my good fortune finally came to an end today.  It will be difficult for me to exchange at the post office going forward US issued IRCs for postage.  Thus, effective immediately the ONLY US ISSUED ircs that I will accept must be the new (2002 and later issue) correctly marked.  Any old IRCS that are USA ISSUED cannot easily be redeemed.

My favorite postal clerk is working to fix this issue, but evidently a new person has 're-interpreted the rules' in their accounting organization.  Until I can fix this, the IRCs are not useful to me.

The reason I will take the new variety is that th ere is a market for resale of these, so I can find a way to turn them into postage.
