I got a card today from CP6UA, for which I thank him, but a handstamp on the envelope got my attention. My Spanish is not the best, but I believe it translates to POSTAGE FOR RADIO AMATEURS REDUCED BY 50% BY PRESIDENTIAL PROCLAMATION NUMBER 018/2002 DATED 10 APRIL 2002.
