Doug, per the UPU, they are 'valid' indefinitely.  I know that the US Postal Service IMM (Int'l Mail Manual) still addresses redemption.

However, if a guy says they're no good....not sure you should press the case....it's, after all, their call as to what they need to answer your QSL.  

Of course, it would be interesting to see if another OK ham has a similar point of view.
