[Dx-qsl] qsl cards/ field checkers

The cut-off is 10 years, so any card before jan 1 1993 can not be 
checked.

It's an on-going discussion with the DXCC desk as to why we can check 
cards  that were dated in 1990, when the new program was instituted 
but can't any more because they are over 10 years old

Anyway, if the cards are dated 1993 or earlier, they can be checked 
(inless they are 160m contacts)
