[Dx-qsl] Bureau Cards

Kay,

  Forgive me if I'm wrong. But the message I am getting  that you are
telling  USA hams is that since there are more of US than THEM, that 
they are doing us a favor?  I use the incoming buro and I pay to get my
cards from the incoming buro. I use the outgoing buro and I pay to use
the outgoing buro.  If a ham does not want to QSL, then he should do one
of two things. Say so and not say "pls QSL via the buro" and then not
send one back in response.  The hams credo has always been "The final
courtesy of a QSO is a QSL". Up until postage rates went up several years
ago, every ham usually paid for his own postage and did not usually use
SASE unless it was a DXpedition or rare DX to help assist in ofsetting
the QSL costs.  Now, if I want a QSL card bad enough, I spend the money
to pay for THEIR return postage with the hopes of the other station
taking the time to extend the courtesy of returning HIS card in MY SASE. 
I stopped counting how many times I have sent an SASE and not received a
reply. Also, what about all those  IRC and $$ collectors are out there?
So, since there are more of US than THEM,  it looks like it all boils
down to THEM agains US?  If the guy on the other end really does not want
my QSL card, then he should tell me so, then I will know to do one of two
things.  Put him on my list of "do not work " and let others know or b)
ignore sending any QSL to a foreign ham via the buro who asks me for one
- until I get his.  Kay, are you saying to me if I do not pay all the
freight, I do not rate?  After 48 years of hamming, guess I am either an
"albatross" or missing something here......  73 Al W3AWU
