Folks, we are urinating up the proverbial rope on this one.  Managers
are volunteers and I don't think we have the right to tell them how to
run their operation.  This keeps coming up.  It is a waste of our time. 
You never know all the facts.  Most QSL managers are honorable folks
with a tough job.  Ray just gave you a good reason why some buro cards
don't get answered.  

The ONLY thing I would like to see is the manager tell QRZ-DX, GOLIST,
etc. that they DON'T accept buro cards so we can make an informed
decision as to whether we need the card bad enough to pay the freight. 
I think that would be more than fair to everyone.  

What do you think???????
