[Dx-qsl] Azores Buro Problem!

As soon as the Azores Hams are members of REP (Rede dos
Emissores Portugueses) or members of a local association with a
protocol with REP they will for sure receive the bureau QSL cards.

None of the local associations are members of IARU, this is universal for
the whole
of Portugal, so the only IARU Bureau system is REP that serves all Regions
of Portugal (including the autonomous regions).

Therefore the phrase:
"> CU1AC on 12 meters announced that the Azores buro is inoperative."
---> is not true, a thing cannot be innoperative if it does not exists !
