I just looked a little closer at his page...I see he has a "right-wrong" IRC 
chart....he says that IRCs that do not have a control stamp on them are no 
good...which I believe is not true....and its written or typed right on the 
IRC in the left hand box "that the control stamp from the country of origin 
is (facultative) optional.....I wonder if he accepts IRCs without a price 
stamped in the middle box?..the price stamp is also (facultative) 
optional....this is also printed in the International Mail Manual..Sec 
372.4.b.........I wonder if he will sell me all his "bad" IRCs 10 for a 
GS?....I will even pick them up!..beats tossing em'...I have not had a 
problem redeeming them here...
