Thanks for the link.  Yes, it did clear up a few things.

I am surprised that Garth is rejecting SASE's out of hand because a few
people are cheap or dishonest enough to steam off uncancelled stamps & reuse
them.  It makes me wonder if he got burned on this before and decided on
this drastic a measure.  However, just because I'm surprised doesn't make
him wrong, and while one may disagree with his decision, at least he has a
reason -- which is more than a few managers who blindly demand $2/2 IRC's
do.
