This is my experience:
Worked 13/Dec/98 & 08/Feb/99
Rec QSL 02/Nov/99

Sent to LZ1KDP (Radio Club) which is the same address as LZ�A. I 
remember seeing a post somewhere that explained the delay. If my momory 
is correct, the cards stay with the radio club until the crew returns to 
Bulgaria.

BTW: I've heard from LZ ops that greenstamps may get lost in the mail.
