All US Military bases have always had regulations and requirements for 
personal radio transmitter operation.  Some base commanders and ship commanders 
totally deny use any personal use of transmitters.  They even have the authority 
to control use of personal radio receivers.
Also, the US Fish and Wildlife Agency has always had operating equipment 
regulations in sensitive wildlife habitat areas.
National security and endangered species always have priority.
We don't want the Military and Congress shutting us off from the rare Pacific 
Islands because of some unwise rash decision.
