[Dx-qsl] Good news from the ARRL DXCC desk

NC1L has advised that my card for 3XA8DX in 1997, which was bounced by the 
computer there, has been accepted..  They had said it was an "invalid date 
range".   He is also checking up on EZ7ST which was bounced as a "pirate 
operation" in 1999.
One other (9U/F5FHI) was bounced as a "forged license".  Because of the 
bounced cards, I got Mixed DXCC, but not CW.
