Frank has a job and spends most of his free time on the air making contacts, so
you can expect some delay in QSL's. I used Namibia postage stamps on my
return evevelopes for 20 and 40M contacts, and the turn-around time for each
QSL card was about 2 months.

Frank only returns your QSL via the bureau if you have not included enough
IRC's or greenstamps for return postage. One big problem with IRC's is that
some countries make up their own rules for how many IRC's are required for
one unit of air-mail postage (3 oz - QSL and envelope). 


I try to make it as easy as possible for a DX station to return a QSL. I use
a pre-addressed return envelope with the correct denomination of foreign
postage on my return envelope. All the DX station has to do is fill out a
QSL and put it in my envelope. No trip to post office to exchange IRC's,
and no trip to bank to exchange currency. The cost of foreign stamps for
air mail return postage for many countries is less than the cost of 1 IRC.

I switched from IRC's to foreign postage 4 years ago and have had a 100 %
QSL return rate since (even to places like Thailand, Zimbawe, Syria, Mongolia,
and Pakistan)
