The confusion is understandable. There are basically two entities with the
name Palestine. British Palestine ZC6 effectively ceased to exist after the
1948 hostilities, although it stayed on the list until June 1968 (if I
remember correctly, the 1948 cease-fire line(s) and related areas were all
that was left, and after the 1967 hostilities, even those were gone). I
don't recall ever hearing of anyone operating from ZC6 Palestine after '48,
though I'm sure if there was activity, someone will mention it!
The current Palestine E4 entity consists of only a portion of the original
entity (the Gaza strip & the West Bank). So between the political and the
geographical changes, it's understandable why E4 is considered for DXCC
purposes to be a separate entity than ZC6.
If you think this one's bad, just try figuring out the 4 Germany entitie's
one day! (It does make sense, but it also makes your head spin!)
The one I don't "get" is why they made (UN Administered) East Timor 4W a
brand-new one instead of "reactivating" the old Portugese Timor CR8. The
situation seemed analogous to the reactivation of Western Sahara S0. When I
asked about it, I was told that Western Sahara was the exact same geographic
entity as Spanish Sahara EA9 (Rio de Oro), but UNAET wasn't the exact same
geographic entity (and that may well be, but it's not as obvious when you
look at the map as Palestine is). I think a lot of that also has to do
with who made the decision when... but that's another story.

OK thanks to all. I thought I had the country confirmed ok, but then this
popped up as a new country and confused the heck out of me. I do have
several E4 contacts confirmed , and this one popped up as a deleted
country -
thats what im gonna do, delete it.
