[Dx-qsl] QSLs not accepted by ARRL

Also, the DXCC desk told me they have no documentation for YA4F, worked a
week or so ago.  He gave his name as Nick, QTH Kabul, QSL route G4KUX.
Hopefully it's a good one and he'll get the paperwork in order.
