The fact is, there are a lot of us who simply can not afford to directly QSL
all of the stations we work, much as we'd like to.  I have my own backlog of
cards to send out that have been waiting for the spare $ to do so; being out
of work for several months will do that.  (And the good news, I am employed
again so I can start in on that backlog).

In addition, there is the question of what is "rare" DX.  My priority right
now is completing 80 Meter DXCC, so cards going out to those stations
representing entities I need to confirm on that band get first shot.  All
unworked/unconfirmed entities on 80 are right now, to me, equally "rare" DX;
some of them are ones that others can work and confirm much faster and
easier than I can.

Next priority is cards going to stations that are "new" entities that I've
worked on the three WARC bands, which are my next priority, then overall
"new" entities, then everyone else.  The vast majority of these I can afford
to be patient on; I can wait on the bureau system to get them.

So to assume that one does not "really" want a card sent via the bureau is a
very superfical and unfair assumption, since all of the facts aren't
neccesarily in evidence (nor should they be).

       5000 bureau cards?
       I may be a bit naive, but I have often wondered, if you send
       a card via the bureau for rare DX like A5, XU, S2, do you really
       want one?
       With a two to five year response time, I somehow doubt it, and
       it puts a lot of extra pressure on managers like yourself.
