More likely this one never got to Hiro.  My understanding is that he answers
every card he receives, but a signifcant portion of the cards sent to him
never arrive in his PO Box.

The obvious solution would be to sell him on the notion of a trusted QSL
manager who would not only take the burden off of him but would avoid the
mail interception problem.  For reasons unknown to date he has declined all
offers I've heard about.
