I guess everyone has a strak of luck now and then, and I'm no different. 
Back in the early 90's I worked Herik as FR�FLO and hadn't QSL'd him but
knew of the reputation.  I was ragchewing one weekend with a W1 in
Florida (who is now SK) and we happened to touch on the problem. He said
he KNEW Herik and had a sched with him weekly about QSL's and Herik would
ship him a shoebox at a time, and HE would send them via the buro on this
side, or try to track down a way to get QSL's to the guys over here.  He
mentioned my call that week, I had sent him an sase, and had the card 3
weeks later.

I later referred many guys to him, and I know that at least 3 locals were
able to get QSL's that way.  I had come across his call in the Silent Key
column several years later, wondered what would happen now.

He did share with me that SAE w/IRC-$$ was MANDATORY, but what really
sealed the deal was extra stamps, periodical stories, or something
different that Herik enjoyed.  I had received an FR5DX QSL from him for
A22MN in an SASE with a very kind note attached.  I responded also with a
note stating I would be happy to manage his cards also over here,at least
for stateside.  I never heard back, but have heard that there are more
cards coming out now than years back (Probably no connection).  Bulk
postal theft in that part of the world is not uncommon for direct mail
and he was probably somewhat victimized by that. Just remember "via
France" after his address, and your chances have more than doubled. 
After that it's all in his court.
