[Dx-qsl] Worlds Worst QSLers

After searching my computer log from July 1986 through October 2002, I
compiled a list of countries where I sent QSLs (mostly direct) without a
response (multiple envelopes sent to some stations, but that didn't count in
this analysis).
Kaliningrad and Moldova hams are frequently castigated for being poor
QSLers, but I had a 63% response from both. While that's not good for direct
QSLs, it's very good compared to Latvia, where I got 26% (11/42) of my cards
back. Here are the countries with less than 60% return:
Latvia 26% (11 of 42)
European Russia 35% (43 of 80)
Asiatic Russia 37% (43 of 116)
Bosnia 42% (8 of 19)
Bulgaria 44% (14 of 32)
Kazakhstan 50% (10 of 20)
Uzbekistan 50% (5 of 10)
Estonia 50% (11 of 22)
Belarus 52% (11 of 21)
Lithuania 55% (18 of 33)
Armenia 55% (6 of 11)
Ukraine 59% (35 of 59)
Is it my imagination, or is there a pattern here? Perhaps some of the more
active hams in these countries should consider a QSL manager, but of course
that stops the flow of green stamps.
While every country has a few hams that won't QSL, the difficulty of getting
a card from Latvia is inexcusable.
