On the subject of secure mailing, has anyone got around to compiling a list 
of countries where there is actually a problem?

For example, getting a direct reply from EX (Kyrygzstan) seems impossible,
No problems at all from Kazakh (UN). XW mail seems to have suddenly gone 
sour, after being OK for a long time.
Brazil, no problem. Argentina - some of the provinces are impossible, while 
Buenos Aires and Tierra del Fuego are OK.
I have never, in twenty years on the air, received a reply to a direct card 
to Venezuela.

Anyone with experience of commercial mail reading this?
